The new German Climate Protection Act (Bundes-Klimaschutzgesetz) entered into force on 18 December 2019. As the first government in the world, the German government has thus made binding a national climate protection target.
The German Climate Change Act (KSG) is intended to ensure that A) national climate protection targets such as the 2050 Climate Protection Plan, and B) international targets such as the European Green Deal are met. The primary objective is to limit global warming to well below 2° Celsius and, if possible, to 1.5° Celsius (compared with pre-industrial levels). In a first step, the German Federal Republic is to reduce its greenhouse gas emissions by at least 55% compared to 1990 by 2030. The second step is greenhouse gas neutrality until 2050. In order to achieve this objective, the KSG clearly regulates the amount of greenhouse gases that can be emitted by different sectors and the measures to be taken to meet these levels. A key factor here is carbon pricing, which will make the use of fossil fuels considerably more expensive from 2021.
